Tony Bogard Reentry Rehabilitation program (TBTHP) Proposal
Executive Summary:
TBTHP offers a comprehensive residential program, in partnership with the California Department of Corrections and Rehabilitation (CDCR), to support individuals reentering society after incarceration. Our social service model is similar to Clearskies Ranch, providing a supportive environment for residents to address their educational, vocational, mental health, and social needs.
Program Overview:
- Residential facility providing a safe and structured environment
- Literacy training and educational programs
- Vocational training and job readiness preparation
- Mental health assistance and counseling
- Social services and case management
- Community reintegration
Target Population:
- Individuals released from CDCR facilities
- Those in need of support and resources for successful reentry into society
Program Structure:
- Intake and assessment
- Individualized service plans
- Phase-based programming(e.g., orientation, stabilization, transition)
- Ongoing evaluation and support
Staffing and Partnership:
- Experience staff, including counselors, educators, and case managers
- Collaborations with CDCR, community organization, and local employers
Evaluation and Outcomes:
- Track program completion rates
- Measure recidivism reduction
- Assess improvements in education, employment, and mental health outcomes


Funding and Budget:
AT Tony Bogard reentry and Rehabilitation Program (TBTHP), our mission is to empower individuals who have been incarcerated to transform their lives and reintegrate into society successfully. We achieve this through a comprehensive life skills program, utilizing Cognitive Behavior Change Curriculum and counseling techniques, focusing on:
- Life skills development
- Emotional management (anger, stress)
- Financial stability (money management)
- Responsible parenting
- Employment readiness (job search, employability development)
- Substance abuse education and counseling
Our goal is to equip clients with the essential skills and support needed to adopt socially conforming behavior, achieve overall well-being, and become productive members of their communities.

Bring Parolee, packet, and Medication (if applicable minimum 30 day supply) Psychotropic/Life sustaining.

Tony Bogard Reentry and Rehabilitation Program House Rules
- Wake up time is 6:00am
- Breakfast is at 7:00am-8:30am
- House chores start at 9:30am-10:30 (Mandatory except for those who have work/appointments)
- First group start at 10:30am-12:00pm ( Mandatory except for those who have work/appointments)
- Lunch starts at 12 noon to 1:30pm
- Second group start at 1:30pm to 3:00pm
- Dinner is at 6:00pm to 7:30pm
- Late groups for those who missed group starts at 8:00pm (Mandatory)
- Curfew is at 11:pm; the first late return residents will lose privileges, the second late return residents P.O. will be notified, and the third late return resident will be asked to leave.
- Only vehicles that are registered to the resident will be allowed on property overnight. Vehicles must be registered to resident no exceptions
- No overnight guest no exceptions
- No Drugs or alcohol are allowed on the property No exceptions
- No violence of any kind is allowed no exceptions
- No weapons of any kind are allowed on the premises: Law Enforcement and P.O. will be notified no exceptions
- No sexual harassment of resident or staff and sexual harassment classes is mandatory
- Overnight passes must be approved no exceptions
- Random room searches no exceptions
